Incapable, inefficient and incompetent staff. Lack of knowledge and rules plus the pestering and arrogant behaviour of the staff. One of the most abysmal govt wings of India. I feel sorry for foreigners who have to deal with such illogical and nonsensical department. They change the rules overnight n misguide people with incomplete information. They deserve a strict action from the controlling authority or watchdog.
