My experience was good, you have to do your homework before going to avail any service. Get all the documents xerox and original copy. They will insist you to take additional things but you can refuse. I had a transfer request, which got processed within 30 minutes time. Just be 10 minutes before the agency opens, one senior lady was there she was quite helpful in terms of sharing information and explaining process.
